1 Motion under Standing Order 17.22 to elect temporary Chair
1.1 William Powell was elected temporary Chair in the absence of Dafydd Elis-Thomas.

3.1 The Committee agreed the Motion.
4 Environment Bill - White Paper: Factual Briefing from Welsh Government officials
4.1 Andy Fraser gave a presentation on the proposals in the White Paper.
4.2 The officials responded to questions from members of the Committee.
5 Inquiry into waste and resources - consideration of consultation responses
5.1 Due to the limited number of responses received, the Committee agreed not to conduct an inquiry into waste and resources, but to pursue the subject at a future scrutiny session with the Minister for Natural Resources and Food.
6 Legislative Consent Memorandum - The Water Bill : Consideration of draft report
6.1 The Committee agreed the report.
7 Forward work programme - Spring 2014
7.1 The Committee discussed and agreed the work programme.
8 Control of Horses (Wales) Bill - Discussion with the Minister for Natural Resources and Food
8.1 The Minister responded to questions from the Committee on the draft guidance to the Control of Horses (Wales) Bill.
8.2 The Committee agreed to write to the Minister once Members had been able to consider the draft guidance in further detail.
